With the introduction of Dubai Law No. 7 of 2025, the Dubai Municipality has launched a comprehensive crackdown on the visual appearance and structural integrity of temporary construction fencing.

The goal is simple: Dubai is a world-class city, and its construction sites must look world-class too.

The Key Changes

1. Visual Pollution (The “Ugly Fence” Fine)

Under the new law, hoarding panels that are rusted, dented, or covered in torn advertising are considered “Visual Pollution.”

  • Old Standard: As long as it stands up, it’s fine.
  • New Standard: Panels must be clean, uniform in color (usually RAL 9002 Grey or White), and free of graffiti or unauthorized posters.

2. Structural Stability (Wind Load)

Dubai experiences significant wind gusts. A falling hoarding panel is a lethal hazard. The new regulations require Calculated Counterweights. You cannot just lean a fence against a sandbag. You must use certified concrete blocks with a specific weight ratio to the fence height.

  • 2.0m High Fence: Requires minimum 600kg base weight per 2.5m run.
  • 2.4m High Fence: Requires minimum 1000kg base weight per 2.5m run.

3. The “Setback” Rule

Hoarding must be strictly aligned with the plot limit. If your concrete block protrudes into the public sidewalk, you will be fined for “Right of Way Obstruction.”
